Government e-Marketplace

Based on the recommendations of the Group of Secretaries made to Hon’ble Prime Minister, the Government decided that GeM SPV will create a one stop Government e-Marketplace (GeM) to facilitate online procurement of common use Goods & Services required by various Government Departments / Organizations / PSUs. It’s an online e-procurement portal for Government users to facilitate seamless process flow, standardize specifications and complete audit trail. It works on market based generic requirements across all government agencies.

GeM aims to enhance transparency, efficiency and speed in public procurement. It provides the tools of e-bidding, reverse e-auction and demand aggregation to facilitate the government users, achieve the best value for their money.

Government of India (Allocation of Business) Rules, 1961, vide notification dated 8th December 2017 has made the following entry “32.Development, operation and maintenance of National Public Procurement Portal—Government e-Marketplace”. The unique standardization of specifications of both products & services enable empirical price comparability.

Transparency: GeM to a great extent reduces the human involvement in procurement process which includes vendor/buyer registration, order placement & payment process. It performs as an open platform to all kind of vendors for doing business with government without any kind of restricting barriers.

Secure & Safe: GeM is a completely secure platform and all the documents on GeM are e-Signed at various stages by the buyers and sellers. The antecedents of the suppliers are verified online and automatically through MCA21, Aadhar and PAN databases. To further strengthen due diligence about the veracity of suppliers credit ratings have been introduced which are widely based at past performance analytics & financial liquidity of the suppliers.

Make in India Support: On GeM, the filters for selecting goods which are Preferential Market Access (PMA) compliant and those manufactured by Small Scale Industries(SSI), enables the Government buyers to procure Make in India and SSI goods very easily.

Cost Efficiency To The Government: The transparency, efficiency and ease of use of the GeM portal has resulted in a substantial reduction in prices on GeM, in comparison to the tender, Rate Contract and direct purchase rates.
